Has there been progress in Iraq?

The White House has delivered a report to the US congress saying that Iraqi leaders have failed to meet half of their key military and political goals. Has the so-called "surge" worked for Iraq? I'm not agreeing this voice rather I think America totally fail to control in Iraq. They have demolished all Iraqis infrastructure but not stable Iraq. Now Bush declare that he reduce his soldiers. Next June they reduce 30 thousand solders. It’s not proved that they stable Iraq rather it’s proved that they try to escape from Iraq. If they back home early they save their live but until every American back home they should fallen terrible attack. Its true Iraqis government not rules Iraq properly. But everyone knows its not genuine Iraqis government. It’s a shadow government that’s ruled by the American. American is not want to directly rule Iraq. Its one of their conspiracy. So back troops not save America in Iraq .Muslim should raise this time and America should give more penalty this time than they gave penalty in Vietnam. So be ready for penalty and see the Muslim victory in Iraq.
